Dispensation from fasting and abstinence for Ash Wednesday and the first Friday of Lent

Bishop Vasquez of the Catholic Diocese of Austin  has allowed dispensation from fasting and abstinence on Ash Wednesday and the (meatless) first Friday of Lent.
